RESOLUTION 02-65(A)
A RESOLUTION OF THE HOMER CITY COUNCIL DIRECTING THE CITY MANAGER TO BRING BACK TO THE COUNCIL A REPORT EVALUATING THE BUILDING SITE CURRENTLY OCCUPIED BY THE HOMER ANIMAL SHELTER AND THOSE AREAS IMMEDIATELY ADJACENT, AS WELL AS ANY OTHER SITE THE ADMINISTRATION WISHES TO PROPOSE, FOR THE LOCATION OF THE NEW ANIMAL SHELTER
WHEREAS, The current Animal Shelter was constructed in 1974, as a temporary shelter; and
WHEREAS, Emergency repairs were made to the facility in 2000, to shore up a failed facility; and
WHEREAS, The Homer Capital Improvement Program has ranked the Animal Shelter as Urgent for many years; and
WHEREAS, The Friends of Animals is very proactive in placing animals in Foster Homes, yet the Shelter remains extremely overcrowded, with over-flow-animals being boarded in the Office space; and
WHEREAS, More than $400,000 has been identified to fund a new shelter; and
WHEREAS, The price of property acquisition and utilities would be a major component of the cost of a facility; and
WHEREAS, Finding a location which does not conflict with zoning or the sensibilities of a neighborhood has proven to be extremely difficult; and
WHEREAS, The current location of the animal shelter abuts the industrial uses of Public Works with no negative impacts; and
WHEREAS, The current location is in harmony with the neighboring property owners, and
WHEREAS, All utilities required for a new animal shelter already exist at the current location, and

WHEREAS, The current parcel containing the animal shelter is owned by the City of Homer and there would be no acquisition cost, and
WHEREAS, No land acquisition costs or utility costs will mean more of the available money can be spent for site preparation and construction of the animal shelter building, and
WHEREAS, the lack of location makes it impossible to finalize the design and begin construction; and
WHEREAS, The employees, volunteers and tenants of the animal shelter again face a winter in an inadequate facility, and
WHEREAS, Quick action is now required in order to be ready for the next construction season, and
WHEREAS, The existing animal shelter site has many substantial and positive characteristics for the citing of a new facility and warrants serious consideration and design effort, and
NOW, THEREFORE, BE IT RESOLVED by the Homer City Council that the Site Location currently occupied by the Animal Shelter be evaluated for utilization of the New Construction, along with any other site proposed by administration; and
BE IT
FURTHER RESOLVED by the Homer City Council that this evaluation be presented to
the Council on October 28, 2002 January
20, 2003, for site selection by the Council, in order to allow for
construction in the spring of 2003.
