A RESOLUTION Of THE CITY COUNCIL OF THE CITY OF
HOMER, ALASKA, SUPPORTING THE MAJORITY OF THE KENAI PENINSULA BOROUGH ASSEMBLY
IN THEIR ATTEMPT TO REQUIRE ROADS BEING BUILT IN NEW SUBDIVISIONS AS PART OF
THE LAND DEVELOPERS SUBDIVISION REQUIREMENTS AND REQUESTING THE KENAI PENINSULA
BOROUGH TO REVISIT THIS ISSUE IN THE NEAR FUTURE.
WHEREAS,
The City of Homer has a long history of providing various road services, and
WHEREAS,
Road services, unlike sewer, water or port services, are not self supporting
fee generating services, but instead rely on general tax dollar for funding;
and
WHEREAS,
In the Homer area, it is well established that insufficient subdivision
capitalization costs, while facilitating more rapid development and greater
developer profits, generally require larger long term taxpayer dollars and
subsidy; and
WHEREAS,
A very prevalent tax payer concern is capacity of urban roads to carry fire,
emergency and ambulance services; and
WHEREAS,
The City of Homer is currently contracted to provide such services to certain
areas surrounding Homer; and
WHEREAS,
Even when the City of Homer is not contracted for these services, the City has
a well established record of not turning down many requests for police, fire,
emergency or ambulance services; and
WHEREAS,
Many citizens have simply expressed, “This is the norm of doing business.”
NOW,
THEREFORE, BE IT RESOLVED that the Homer City Council supports the Assembly
majority on this issue and requests that the Kenai Peninsula Assembly revisit,
in the near future, the Borough’s Road Requirements, in relation to the
Borough’s subdivision approval and platting process.
