                                                            RESOLUTION 03-113

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA IN SUPPORT OF RECOMMENDING THAT THE FEDERAL AND STATE GOVERNMENTS AND LOCAL GOVERNMENTS, THAT MANAGE MULTIPLE-USE TRAILS, DEVELOP UNIFORM ETHICS AND ETIQUETTE STATEMENTS FOR USERS OF TRAILS IN ALASKA.

 

            WHEREAS, At the 2001 Alaska Recreations Rendezvous that was held in Wasilla, Alaska, there was a trail ethics workshop that was intended by a variety of both public and private interests and representing a variety of trails users; and

 

            WHEREAS, This group worked to develop a simple and memorable ethics and etiquette statement for users of Alaska trails that contributes to trail conservation, safety, courtesy and land stewardship; and

 

            WHEREAS, These statements should serve as a foundation for future public education efforts; and

 

            WHEREAS, The statements are generic, but can be utilized and expanded to suit specific needs such as urban or rural trails, brochures, and specific user groups; and

 

            WHEREAS, The City of Homer Parks & Recreation Advisory Commission supports these uniform statements.

 

            NOW, THEREFORE, BE IT RESOLVED, that the  City Council of Homer, Alaska recommends the federal and state government and local governments, that manage multiple-use trails, develop uniform ethics and etiquette statements for users of trails in Alaska as follows:

 

1.                  Leave No Trace

·        Don’t litter, clean up after your pets, clean up campsites, stay on trails, pack out what you brought in, and leave the area you enjoyed as you found it, or better.

 

2.                  Share The Experience – Be Considerate

·        Keep down the noise; be pleasant to others, give the other person assistance if needed, avoid startling trail users, lead by example.

 

3.                  Be Willing To Yield The Trail

·        Shut down engines to let horses or dog teams pass; pass oncoming dog teams on the outside of curves (whether right side or not); don’t be a trail hog.

4.                  Respect Property Rights

·        Respect rights of all landowners, don’t trespass, don’t vandalize.

 

5.                  Observe The Rules – Know The Law

·        Be aware of and follow trail rules whether posted or not, know and follow laws impacting trail use.

 

6.                  Plan Ahead – Be Self Reliant

·        File a trip plan, plan your route, carry a map and know how to use it.  Dress appropriately, carry adequate food, water, fuel and tools.  Don’t expect there will be passersby to bail you out of a tough situation.

 

7.                  Enjoy and Respect Plants and Wildlife

·        A fed bear is a dead bear, don’t harass wildlife, don’t blaze trees, and don’t dig up trailside vegetation.

 

8.                  Be Alert – Think Safety – Act Safely

·        Anticipate others, alert others of your presence, know trail/water conditions, expect the unexpected, know where you are, expect changing weather conditions, and don’t go faster than you can stop within sight distance.
