A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, REQUESTING THAT THE STATE OF ALASKA DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES (DOT&PF) CONDUCT A TRAFFIC STUDY OF THE STATE HIGHWAYS IN THE HOMER CENTRAL BUSINESS DISTRICT

WHEREAS, Homer and its vehicular traffic are growing, resulting in delays

at intersections on the three state highways in the central business district, and

WHEREAS, in particular, citizens have requested the installation of a traffic signal at the intersection of Lake Street and the Sterling Highway, and some have suggested a roundabout at this location, and

WHEREAS, there is increasing need for safe crosswalks on Pioneer Avenue, and

WHEREAS, there appears to be a need in the near future for a pedestrian undercrossing/overcrossing of the Sterling Highway at the Alaska Islands and Ocean

Visitors Center now under construction on the south side of the Sterling Highway, and

WHEREAS, it appears desirable to review the entire traffic system in the central business district, and DOT&PF has the responsibility for signals and crosswalks on State Highways;

WHEREAS, ACC 02.155 (Pedestrian Right-of-Way in Safety Zones), requires a driver of a vehicle to yield the right-of-way to a pedestrian who is crossing a roadway within a crosswalk; and

WHEREAS, Pioneer Avenue is nearing its carrying capacity at peak times, and not having any pedestrian crosswalks creates an unsafe pedestrian environment; and

WHEREAS, "It is the policy of the State of Alaska to promote the increased use and safety of bicycling and walking as year-round transportation choices by giving them full consideration in the planning, design, construction and maintenance of transportation facilities."

NOW THEREFORE BE IT RESOLVED by the City Council of Homer, Alaska that the State of Alaska DOT&PF is hereby requested to conduct a traffic study of the State Highways in the Homer central business district with emphasis on the items in the body of this Resolution, and the City Manager is instructed to forward a copy of this Resolution to the State of Alaska DOT&PF.
