RESOLUTION 03-39

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA AUTHORIZING AND SUPPORTING APPLICATION FOR A TRANSPORTATION SECURITY ADMINISTRATION (TSA), SECURITY GRANT IN THE AMOUNT OF $250,000.00 TO FUND THE FABRICATION AND INSTALLATION OF SECURITY GATES ON CITY DOCKS AND THAT THE CITY MANAGER IS AUTHORIZED TO EXECUTE THE APPROPRIATE DOCUMENTS.

WHEREAS, USCG Navigation and Vessel Inspection Circular (NVIC) No.902 requires that all ports have a security plan; and

WHEREAS, This security plan is in addition to the Terminal Security Plan; and

WHEREAS, The security gates on the City docks will enable the City of Homer to meet the minimum requirements for port security as required by the NVIC 902; and

WHEREAS, The TSA Security Grant is part of a National grant program and that grant awards will be decided in May 2003 up to the amount request to enable the City of Homer to meet the requirements of NVIC 902.

NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska hereby authorizes and supports application for a TSA Security Grant in the amount of $250,000.00 to fund the fabrication and installation of security gates on City docks and that the City Manager is authorizes to execute the appropriate documents.

PASSED and ADOPTED by the Homer City Council this 10th day of March, 2003.
