RESOLUTION 03-40

A RESOLUTION OF THE HOMER CITY COUNCIL AMENDING THE ASSESSMENT METHODOLOGY FOR THE HOMER ACCELERATED WATER AND SEWER PROGRAM DISTRICTS FROM EQUAL ASSESSMENTS PER PARCEL TO PER SQUARE FOOTAGE.

WHEREAS, Resolution 01-21 adopted on March 27, 2001 amended the fifty percent property owner share to seventy five percent property owner share; and

WHEREAS, There has been a lot of concern expressed regarding lot line vacation to reduce the amount of property owner assessment and subdividing after assessment district project completion; and

WHEREAS, Public Works has evaluated a way in which to fairly assess small and large parcels; and

WHEREAS, Public Works recommends that the Council amend the assessment methodology pursuant to Homer City Code 17.04.070(b), The Homer City Council shall be the sole authority for determining the method of assessments to the affected district.

NOW, THEREFORE, BE IT RESOLVED by the Homer City Council that the assessment methodology for Homer Accelerated Water and Sewer Program Districts from equal assessments per parcel to per square footage basis.

PASSED AND ADOPTED by the Homer City Council this 10th day of March, 2003.
