RESOLUTION 03-46

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, ENCOURAGING THE STATE OF ALASKA TO SUPPORT THE KACHEMAK BAY RESEARCH RESERVE BY PROVIDING FUNDING FOR BASIC FACILITIES OPERATIONS AND CORE STAFF POSITIONS.

 

         WHEREAS, the Kachemak Bay Research Reserve oversees activities which significantly enhance our understanding of ecological systems in the Kachemak Bay area; and

         WHEREAS, Homer’s vitality as a community is closely tied to our natural environment and the rich resources of this area; and

         WHEREAS, it is important to the City of Homer and other governmental bodies to have complete and accurate information on which to base decisions impacting our environment, so as to avoid adverse consequences and encourage sustainable development; and

         WHEREAS, the Research Reserve works closely and effectively with the City of Homer and other members of this community on projects and issues of common interest; and

         WHEREAS, the programs of the Research Reserve enhance the local economy through the creation of jobs and private-sector involvement in providing support services, while also enhancing tourism; and

         WHEREAS, state support for basic facility operation is critical for the continued success of Research Reserve programs and the development of important new research and education programs; and

         WHEREAS, successful application for federal funding to support Research Reserve programs depends on the commitment of non-federal matching funds; and

         WHEREAS, the state’s ability to leverage non-state funding sources for important research and education programs is critical in times of declining state revenues; and

         WHEREAS, Senator Ted Stevens supported the development of Research Reserve facilities in Kachemak Bay at no cost to state and local governments, reflecting a belief in the value of these programs for current and future generations of Alaskans;

         NOW, THEREFORE, THE CITY OF HOMER RESOLVES THAT:

         The City of Homer strongly encourages the Alaska Legislature and the Murkowski admini­stration to support basic operation of the Kachemak Bay Research Reserve by appropriating funding for facility operations and maintenance and core staff positions.
