RESOLUTION 03-59(A)

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA SETTING THE EQUAL SHARES PER PARCEL ASSESSMENT METHODOLOGY FOR THE OCEAN DRIVE LOOP WATER AND SEWER LOCAL IMPROVEMENT DISTRICT.

WHEREAS, A property owner has requested a petition for a Local Improvement District (LID) for Water and Sewer Improvements in the Ocean Drive Loop area; and

WHEREAS, Pursuant to Council action and direction during the March 24, 2003 Regular Council meeting Public Works has submitted four assessment methodologies and delineated the fiscal impact to each lot for each type of assessment; and

WHEREAS, The assessment methodologies submitted by Public Works include equal shares per parcel, per road front foot, strictly by area and by area modified; and

WHEREAS, Public Works recommends that a uniform assessment methodology be adopted and that the area method be used with use of the modified area method for those areas not benefitted by the improvement, such as ocean bluff.

NOW THEREFORE BE IT RESOLVED, by the City Council of Homer, Alaska that theequal shares per parcel assessment methodology is hereby set for the Ocean Drive Loop Water and Sewer LID.

PASSED AND ADOPTED BY THE HOMER CITY COUNCIL this 28/29th day of April, 2003.
