RESOLUTION 03-61

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, REQUESTING A JOINT WORK SESSION INVOLVING THE MAYORS AND COUNCILS OF THE CITY OF HOMER AND KACHEMAK CITY.

 

            WHEREAS, the City of Homer and Kachemak City share a common geographic location on the Southern Kenai Peninsula, and

 

            WHEREAS, it is the intent of the City of Homer to work cooperatively with Kachemak City to support the welfare and lifestyle of residents living in the Southern Kenai Peninsula community, and

 

            WHEREAS, the promotion of orderly land development in both Homer and Kachemak is contingent upon both communities jointly planning and acting cooperatively, and

 

            WHEREAS, external economic development apart from each city impacts the internal vitality of each municipality, and

 

            WHEREAS, development within and decisions made by one city often directly or indirectly impact surrounding land values and any potential loss or increase in tax revenues of the other city, and

 

            WHEREAS, the City of Homer and Kachemak City have a long standing and established working relationship of cooperation and dependence upon each other as evidenced by the Intergovernmental Agreement for Kachemak/ Homer Wastewater System dated in August, 1988, and

 

            WHEREAS, it is the intent and desire of the City of Homer to work cooperatively with Kachemak City in future matters of mutual need and impact.

 

            NOW, THEREFORE, BE IT RESOLVED by the Homer City Council that:

 

  1. The Councils and Mayors of the City of Homer and Kachemak City meet in a joint work session this spring to discuss and develop strategies to better address issues of common concern and need, and
  2. The Kachemak City Council and Mayor be contacted by the City of Homer to set a date, time and place for a meeting of this nature to take place, and
  3. If the Council and Mayor of Kachemak City agree to meet with the Mayor and City Council of Homer in a joint work session, then the Homer City Council will develop a list of various mutual needs and issues for discussion and proposed inclusion on a joint work session agenda, and
  4. The Homer City Council and Mayor request the Kachemak City Council and Mayor to also develop a similar list of items for proposed inclusion on a joint work session agenda for submission to the Homer City Council, and
  5. The two Cities select a third person such as the Homer City Manager to act as a work session facilitator.

            Passed and adopted by the Homer City Council this 14th day of April, 2003.
