A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA IN SUPPORT OF CREATING A PARTNERSHIP
BETWEEN THE STATE GOVERNMENT AND LOCAL MUNICIPALITIES TO IDENTIFY FUNDING AND
SERVICES CRITICAL TO THE WELFARE OF THE PEOPLE OF THE STATE OF ALASKA.
Whereas, the Alaska Constitution creates a strong partnership between the state and its cities and boroughs to serve the
people of Alaska; and
Whereas, the mutual goal of state government and its political subdivisions is to provide the best levels of requested public
services, most efficiently, and at the lowest cost to taxpayers; and
Whereas, it is critical to the economic future of the state to establish cohesive, stable, predictable, and affordable
long-range sources of state and local revenue that together do not hinder economic growth; and,
Whereas, municipal leaders can play a valuable role in planning and implementing new revenues due to their in depth
experience in making local revenue generating decisions that are acceptable to the public;
Whereas, municipalities provide approximately half of all public services in partnership with the state.
NOW, THEREFORE BE IT RESOLVED that the City Council of Homer, Alaska is in support of creating a partnership between the state government and local municipalities to identify funding and services critical to the welfare of the people of the state of Alaska to:
1. Work together to build public recognition of Alaska's fiscal crisis and the options to resolve it including new revenues
and spending reductions.
2. Work together to develop and build support for a reasonable state spending limit that controls the growth of
expenditures for public services funded by taxes, royalties, or investment earnings, but allows adequate flexibility for new
federal mandates and other unexpected needs and emergencies.

3. Work together to build public acceptance and support for specific revenues as components of a long-range fiscal plan.
4. Work together to build public support for streamlining regulatory processes.
5. Work together to create regional economic development initiatives and strengthen regional partnerships.
6. Work together to develop a plan to improve governance in the Unorganized Borough, and provide incentives and
remove disincentives for borough formation.
