RESOLUTION 03-70
A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA OPPOSING HOUSE BILL 157 AMENDMENTS
TO THE ALASKA PUBLIC OFFICES COMMISSION (APOC), AND REGULATIONS.
WHEREAS, The Alaska State Legislature is considering House Bill 157 which is currently titled "An act eliminating the Alaska Public Offices Commission; transferring campaign, public office, and lobbying financial disclosure record-keeping duties to the division of elections, relating to reports, summaries, and documents regarding campaign, public official, and lobbying financial disclosure; providing for enforcement by the Department of Law; making conforming statutory amendments; and providing for an effective date"; and
WHEREAS, Due to the horrendous and unknown impacts of House Bill 157 there have been committee substitutes many
legislator amendments resulting in several amended versions; and
WHEREAS, The Homer City Council opposes unfunded mandates such as any clause to "opt in" or "opt out" with
unknown fees to Municipalities to be set by Administrative Resolution sometime after the bill is passed; and
WHEREAS, The Homer City Council recognizes the importance and is supportive of lessening impacts to the State's
Expenditure Budget; and
WHEREAS, Transferring the administration of regulations, processes and procedures of APOC to the Director of
Elections may not be the most prudent or cost effective measure.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska, opposes House Bill 157- An act
eliminating the Alaska Public Offices Commission, and
BE IT FURTHER RESOLVED, that the City Clerk will forward copies of this Resolution to Governor Murkowski, Lt.
Governor Leman, State Senator Stevens, State Representative Seaton, to the State Affairs, Judiciary and Finance
Committees and to the Alaska Municipal League.
