A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HOMER REQUESTING CERTAIN TRANSPORTATION PLANNING AND INFRASTRUCTURE ENHANCEMENTS FROM THE ALASKA DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES.
WHEREAS, the Homer City Council wishes to promote an efficient transportation system which includes a smooth and safe traffic flow and ample pedestrian amenities, and
WHEREAS, this goal is consistent with the Homer Comprehensive Plan, the Homer Transportation Plan, and the Homer Trails Plan, and
WHEREAS, the Homer City Council conveyed certain transportation priorities and requests to Rex Young, the DOT/PF Planner for this region, at a workshop session on May 12th, 2003, and
WHEREAS, The Council wishes to confirm and formalize those requests through adoption of this resolution.
NOW THEREFORE BE IT RESOLVED, that the Homer City Council hereby requests that the Comprehensive Traffic Study about to be undertaken by ADOT/PF include the following components:
BE IT FURTHER RESOLVED, that the Council requests that DOT/PF give serious consideration to the petition signed by many Homer residents which called for the East End Road project to include pedestrian and traffic calming amenities in the congested area between Lake Avenue and East Hill Road, and
BE IT FURTHER RESOLVED, that the Council requests that ADOT/PF work cooperatively with the City of Homer and the United States Fish and Wildlife Service to provide for a safe pedestrian crossing across the Sterling Highway from the new Islands and Ocean Visitor Center, and

BE IT FURTHER RESOLVED, that the Council hereby directs that this resolution be distributed to ADOT/PF, Assembly members Moss and Martin of the Kenai Peninsula Borough, Representative Paul Seaton, and Senator Gary Stevens.
