RESOLUTION
03-94
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HOMER FINDING THE NEED TO CREATE THE OCEAN DRIVE LOOP SEWER IMPROVEMENT/ASSESSMENT DISTRICT AND SETTING THE DATE FOR PUBLIC HEARING AS AUGUST 25, 2003.
WHEREAS, The Homer City Council finds the need to create a local improvement/ assessment district pursuant to HCC 17.04.030 (b) for sewer for those lots fronting portions of Ocean Drive Loop; and
WHEREAS, These lots are predominately contained in the Oscar Munson Subdivision and one parcel is a portion of Government Lot 1; and
WHEREAS, The district is desired by property owners who signed the petition in favor of the sewer improvements that equal 55.02% of the property value; and
WHEREAS, Estimated project cost as of June 2003 is $1,005,750.00, 75% to be assessed to the property owners in equal shares per parcel is $754,312.50 for an estimated assessment to the property owners of $9,796.27;and
WHEREAS, The City of Homer lot is included in all of these totals; and
WHEREAS, A public hearing is required and has to be advertised at least once a week for four consecutive weeks in a newspaper of general circulation within the City with notices sent to the affected property owners; and
WHEREAS, There will be a sixty day objection period which begins the day following Public Hearing date of Monday, August 25, 2003 and ends at 5 p.m. on Friday, October 24, 2003; and
WHEREAS, After the objection period closes a Resolution will be forwarded to the Council noting the results of the objection period wherein property owner objections are tallied.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Homer finds the need to create the Ocean Drive Loop Sewer improvement/assessment district and sets the date for public hearing as August 25th , 2003 at a Regular Council Meeting; and
