A RESOLUTION OF THE HOMER CITY COUNCIL JOINING GOVERNOR FRANK MURKOWSKI, THE ALASKA MUNICIPAL LEAGUE, AND FELLOW MUNICIPALITIES ACROSS THE STATE IN DECLARING JANUARY 11-17, 2004, TO BE ALASKA LOCAL GOVERNMENT WEEK.
WHEREAS, the residents of
Homer rely on local government to provide a variety of basic public services
that enhance safety, stimulate the economy, and improve the overall quality of
life in the community, and
WHEREAS, local
governments around the State of Alaska work 24 hours a day, seven days a week
to deliver vital services such as police, fire, emergency medical, public
works, and port and harbor, and
WHEREAS, the methods of
financing city services and the ways in which those services are delivered are
not always clearly understood by local citizens, and
WHEREAS, the financial
and budgetary pressures experienced by local governments are increasing due to
a variety of factors including a reduction in State funding, increased
operating and insurance costs, and increased demands for public facilities and
services, and
WHEREAS, local government
officials are responsible for ensuring that the governor, legislators, the
media, and citizens understand their local government through open and frequent
communication using a variety of avenues and means, and
WHEREAS, it is important
to encourage this connection and to inform citizens of the importance of state
shared revenues (including school funding) in order to preserve the excellent
delivery of services that our citizens have come to expect, and
WHEREAS, through
education and awareness, citizens, community leaders and city staff can work together
to ensure that the services provided by the City of Homer continue to be
excellent and that they make a positive contribution to the overall quality of
life in the community.
NOW THEREFORE BE IT RESOLVED,
that the Homer City Council hereby joins with Governor Frank Murkowski, the
Alaska Municipal League, and fellow municipalities across the State of Alaska
in declaring January 11-17, 2004 Alaska Local Government Week, and
BE IT FURTHER RESOLVED,
that the Council directs the City Manager to:
1. Issue a press release informing the public about
local government week
2. Establish new and innovative ways to engage the
public and provide information about the City and the services it provides.
