RESOLUTION 04-100(A)

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA EXPRESSING SUPPORT FOR THE REFURBISHMENT OF TANKER 1 AND ADDING THIS PROJECT TO THE APPROPRIATE CITY C.I.P. AND LEGISLATIVE PRIORITY LISTS.

 

WHEREAS, the Homer Volunteer Fire Department (HVFD) participates in a coordinated, area-wide effort to provide fire and emergency medical services in cooperation with Kachemak City and the Kachemak Emergency Services Area, and

 

WHEREAS, this cooperation includes the sharing of equipment and personnel, and

           

WHEREAS, a strategic planning team composed of representatives of all three entities recently reviewed and revised the HVFD Strategic Plan and this plan as revised was subsequently adopted by the Homer City Council in the summer of 2004, and

 

WHEREAS, the HVFD Strategic Plan calls for refurbishment of existing equipment rather than the purchase of new equipment where feasible and prudent and recommends further that refurbishments be staggered so that equipment does not all need to be replaced or refurbished at the same time and the overall fiscal impacts are minimized, and

 

WHEREAS, Tanker 1 is owned by Kachemak City but is under the operational control of HVFD Chief Bob Painter pursuant to a contract between the two Cities, and

 

WHEREAS, Tanker 1 is 19 years old and a complete refurbishment would be a cost effective way to extend the life of the apparatus for 10 to 15 years, and

 

WHEREAS, Kachemak City wishes to refurbish Tanker 1 and has substantial money set aside to accomplish this, and

 

WHEREAS, Kachemak City has requested that the City of Homer assist it in this effort by providing technical assistance with respect to preparing the necessary refurbishment specifications and RFPs and by jointly seeking additional funding from outside sources that may be needed, and

 

WHEREAS, Chief Painter agrees that refurbishing Tanker 1 is in the interest of both Cities and the area at large and recommends that the City of Homer do what it can to assist with this effort, and

WHEREAS, adding this project to the City of Homer’s C.I.P. List will help the two Cities jointly work toward securing the additional funding that will be necessary to complete the project, estimated at $125,000.00..

 

NOW THEREFORE BE IT RESOLVED, that the Homer City Council hereby adds the refurbishment of Tanker 1 as project number 11 on its list of Area –Wide Projects  [Resolution 04-79(A)], as Number 16 on its Legislative Priority List [ Resolution 04-80 (S), and to its list of C.I.P. Priorities for the years 2005 through 2010 [ Resolution 04-81(A), and

 

BE IT FURTHER RESOLVED, that the City Council authorizes the City administration to assist Kachemak City with technical assistance and with securing the additional funds needed to complete the refurbishment.
