A RESOLUTION OF THE HOMER CITY COUNCIL APPROVING AND ADOPTING THE CITY ADMINISTRATION’S RECOMMENDATION REGARDING THE PROVISION OF SERVICES AT THE NEW HOMER ANIMAL SHELTER.
WHEREAS, the new Homer Animal Shelter is scheduled to open its doors and begin operations in January of 2005, and
WHEREAS, the City currently contracts with Coastal Animal Care for animal control services, and
WHEREAS, the pending opening of the new facility has caused the city administration to discuss appropriate staffing levels and the relative merits of outsourcing versus the hiring of employees for the operation of the new facility and the provision of animal control services, and
WHEREAS, after considerable research and deliberation, the administration has concluded that it is in the overall best interest of the City to hire employees (1 full time and 1 part time) even though it is possible that outsourcing may be less expensive, and
WHEREAS, the administration recommends that the Council approve the hiring of employees because it believes that doing so will provide for better supervision and support, better adherence and allegiance to City policies and procedures, better program implementation ( including the issuance of citations and enforcement actions), and better protection for this new city facility.
OW THEREFORE BE IT RESOLVED, that the Homer City Council hereby approves the hiring of employees as the preferred method to operate the new shelter and provide for comprehensive animal control services.
PASSED AND ADOPTED by a duly constituted quorum of the Homer City Council this 22nd day of November, 2004.
