RESOLUTION 04-107

 

 

A RESOLUTION OF THE HOMER CITY COUNCIL INSTITUTING A HIRING FREEZE FOR NEW CITY POSITIONS, A TEMPORARY FREEZE ON FILLING VACANT POSITIONS, AND DIRECTING THE CITY MANAGER TO IMPLEMENT A RESTRUCTURING PLAN.

 

WHEREAS, the Homer City Council has been working on developing an Operating Budget for Fiscal Year 2005 for the past two months, and

 

WHEREAS, during the course of these deliberations the Council has found that there is a significant shortage of revenue available to provide for basic public services and make adequate transfers to reserve accounts, and

 

WHEREAS, the Council has determined that it is prudent and fiscally responsible to take immediate steps to reduce expenditures, including, but not limited to, placing limitations on the size and growth of the city work force, and

 

WHEREAS, the City Manager is responsible for initiating and implementing personnel policies and the staffing structure, and

 

WHEREAS, the City Council is responsible for approving the overall budget and wishes to assist the Manager in accomplishing its goals with respect to the size and cost of the workforce.

 

NOW THEREFORE BE IT RESOLVED, that the Homer City Council hereby adopts the following policy and directive:

 

  1. Effectively immediately, there is a freeze on the creation of any new positions within the City.
  2. All positions that become vacant due to retirement, resignation, or other type of attrition will not be automatically filled.
  3. There shall be a temporary, six month freeze on the filling of all vacant positions unless an emergency exists. This policy shall not apply to temporary summer workers.
  4. The Manager shall review and reevaluate all vacant positions to determine whether the City can reasonably eliminate the position, streamline tasks, reassign responsibilities, or other wise restructure the workforce in order to enhance efficiency and productivity.

 

PASSED AND ADOPTED by a duly constituted quorum of the Homer City Council this 13th day of December, 2005.
