RESOLUTION 04-36
A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA REAFFIRMING THE CITY'S LEGISLATIVE PRIORITY LIST OF PROJECTS AND POSITION STATEMENT.
WHEREAS, Resolution 03-124, Alaska Department of Environmental Conservation (ADEC) projects, Resolution 03-125(A), supporting area-wide projects, were both adopted by the City Council on September 22, 2003, and
WHEREAS, Resolution 03-126, adopts the Capital Projects and Legislative Request list for the City of Homer and Resolution 03-127 adopts the six year Capital Improvement Plan for the City of Homer and both were adopted by the City Council on September 22, 2003; and
WHEREAS, The City Council's Operating Manual (CCOM) addresses the Mayor and Council's lobby procedures; and
WHEREAS, The CCOM Lobbying procedures states that where necessary, City Council will develop formal, written positions on issues to be voted
on outside the Capital Improvement Priorities/Plan/Projects (CIP) list; and
WHEREAS, The City Council is body of six elected officials empowered by State Statute and Homer City Code to represent the citizenry in
decisions on their behalf; and
WHEREAS, It is the responsibility of the Mayor and the six elected Councilmembers to lobby on behalf of the City, although, from time to time, the
Mayor and Council, as a legislative unit, may take formal action to appoint and/or authorize a non elected official to assist their lobbing efforts; and
WHEREAS, Councilmembers will be in Juneau on April 14 and 15, 2004 and will be lobbying on the City's behalf pursuant to formal Council action.
WHEREAS, Resolution 04-29, endorsing House Bill 431, proposed Municipal Dividend Program, was adopted on March 8, 2004.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska hereby awards reaffirms support of the City's Legislative Priority List of Projects, as listed below, and Position Statement via Resolution 04-124, area wide projects, Resolution 04-125(A), ADEC projects and Resolution 04-29, House Bill 431.
