RESOLUTION 04-70
A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA,
DIRECTING THE HOMER CITY PARKS AND RECREATION COMMISSION TO CONSIDER AND MAKE
RECOMMENDATIONS REGARDING THE ESTABLISHMENT OF A HOMER ADOPT-A-TRAIL PROGRAM
WHEREAS, the City of Homer has developed a
Non-Motorized Transportation and Trail Plan; and
WHEREAS, the city trail network enables visitors and residents alike to travel safely and comfortably through Homer while enjoying Homer’s outdoor culture and environment; and
WHEREAS, the city trail plan distinguishes between formal trails, those having legal public access; and informal trails, those trails without legal access rights; and
WHEREAS, there is a need to identify a cost effective process to maintain Homer’s legally recognized trails in order to enable quality use; and
WHEREAS, the short and long term longevity and health of Homer’s legally recognized trails can be promoted through volunteers adopting trail sections and completing basic trail maintenance tasks; and
NOW, THEREFORE BE IT RESOLVED That the City Council Directs the Homer City Parks and Recreation Commission to consider and make recommendations regarding the establishment of a Homer Adopt-a-Trail Program.
BE IT FURTHER RESOLVED that the Homer “Adopt-A-Trail” program identify:
· Process to coordinate the “Adopt-A-Trail” program with the appropriate City department and personnel,
· Criteria for becoming a trail volunteer,
· Volunteer responsibilities,
· Tips for Volunteers,
· And other considerations as identified by the Commission, and

BE IT FURTHER RESOLVED that additional information regarding volunteer Adopt-a-Trail programs is available on the Internet at the Appalachian Mountain Club website.
