RESOLUTION 04-83

 

 

A RESOLUTION OF THE CITY COUNCIL APPROVING THE 65% ARCHITECTURAL / DESIGN PLANS FOR THE NEW HOMER PUBLIC LIBRARY PROJECT.

 

WHEREAS, the Memorandum of Understanding (MOU) between the City of Homer, the Library Advisory Board (LAB), and the Friends of the Homer Public Library (FHL) outlines the respective responsibilities of the parties with respect to the new library project, and

 

WHEREAS, the City has fulfilled its responsibilities under the MOU to date by approving a preliminary budget and construction schedule, dedicating land for the project, providing grant writing, fund raising, and project management assistance, and approving a ballot proposition regarding authorization to borrow money for the project, and

 

WHEREAS, the LAB, through its subcommittees, and the FHL have fulfilled their responsibilities under the MOU to date by raising money through the capital campaign and spending countless hours working with the architect and the public on the design of the building, and

 

WHEREAS, the LAB Building Committee and the Architect have taken a number of steps to involve the public and solicit comments on the proposed design including, but not limited to four public meetings at City Hall, setting up an information booth at the street fair, making a presentation at a recent Chamber of Commerce meeting, and making the plans readily available for viewing, and

 

WHEREAS, the building design has already been modified significantly in response to public comment and the need to control costs, and

 

WHEREAS, the building design and site plan were reviewed by the Homer Advisory Planning Commission, a public hearing was held, and a Conditional Use Permit was issued at the Commission’s meeting on September 1, 2004, and

 

WHEREAS, it is necessary for the City Council to approve the 65% drawings in order to provide guidance to the administration and the other parties to the MOU at this critical stage regarding whether they are on the right track and if they should proceed further, and

WHEREAS, approval of the 65% drawings sends a signal to funding organizations that the City is committed to the project, has selected a design, and is moving forward.

 

NOW THEREFORE BE IT RESOLVED, that the Homer City Council hereby approves the 65% drawings/plans for the new Homer Public Library, and

 

BE IT FURTHER RESOLVED, that the Council authorizes the administration to proceed with the next steps including preparation of an updated budget and funding plan, continued fund raising, preparation of a fact sheet regarding the ballot proposition, and continued discussion with the library architects to move the project forward.
