A RESOLUTION OF THE HOMER CITY COUNCIL COMMENTING ON DRAFT AMENDMENT NO. 8 OF
ADOT&PF 2004-2006 STATE TRANSPORTATION IMPROVEMENT PROGRAM PROPOSED STATE
TRANSPORTATION PROJECTS AFFECTING HOMER RESIDENTS.
WHEREAS, The Alaska Department of Transportation and Public Facilities (ADOT&PF) has prepared Amendment
#8 to its 2004-2006 State Transportation Improvement Program and requested comments on it; and
WHEREAS, the Homer City Council has reviewed said Amendment #8 and does indeed have the following comments:
1. ADOT&PF is to be commended for its work in compiling the complex document involving budgeting, environmental planning, design, contracting, and administration of hundreds of projects statewide utilizing federal, state, and local funds, and in particularly constructing those projects which benefit the citizens of Alaska and most particularly of Homer.
2. ADOT&PF is encouraged to continue work on Bartlett Street and Hohe Street (#2341) which are budgeted for
$3.0 million construction funds this summer.
3. ADOT&PF is encouraged to proceed with the design of the Sterling Highway from Anchor Point to Homer
(#2670) for which $900,000 is budgeted for design this year, and to accelerate this project because of the history of
fatal accidents on this road.
4. ADOT&PF is encouraged to continue with the design of Heath Street (#15519) budgeted in 2006 for $100,000
for design and East End Road (#2344) from MP 3.5 to MP 12.2 budgeted for $600,000 in 2006 for design.
5. ADOT&PF is encouraged to accelerate the design (budgeted this year at $1.2 million) and construction of the
Cooper Landing bypass (#2673) and is encouraged to select the northerly alternative which would have a less
disruptive effect on the community and would enjoy more hours of sunlight than the alternative southerly routes.
6. ADOT&PF is encouraged to continue the commitment of the Deputy Commissioner to pave (gravel to black) this
year Skyline Drive and Hudspeth east of East Hill Road and to also pave (gravel to black) Diamond Ridge Road.
These segments can be done rapidly without design and administrative delays, will greatly reduce State maintenance
costs on these State highways, and will provide a higher level of service to the thousands of Homer citizens who use
these roads.
7. DOT/PF is encouraged to rescore the Homer Spit Pathway Project and restore it to the TRAAK list based upon
the new information provided below.
NOW THEREFORE BE IT RESOLVED, that the City Council hereby declares that the Spit Pathway Project is a
top transportation priority, that it wishes to improve its score, have it restored to the TRAAK list, and see it
constructed as soon as possible, and
BE IT FURTHER RESOLVED, in order to improve the score of this project, the Council hereby declares that it
will assume ownership and maintenance responsibility for that portion of Ohlson Lane and Bunnell Ave.(West
Bunnell) currently owned and maintained by DOT/PF.
BE IT FURTHER RESOLVED, that this Resolution and list is adopted and the Clerk is instructed to forward this
Resolution forthwith to ADOT&PF.
PASSED AND ADOPTED by the City Council of the City of Homer, Alaska this 24th day of January 2005.
