RESOLUTION 05-107



A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HOMER, ALASKA, AUTHORIZING THE FORMATION OF THE WEST NOVIEW ROAD RECONSTRUCTION AND PAVING ASSESSMENT DISTRICT AND AUTHORIZING THE CITY MANAGER TO PROCEED WITH THE PREPARATION AND CONSTRUCTION OF THE WEST NOVIEW ROAD RECONSTRUCTION AND PAVING PROJECT.

WHEREAS, The West Noview Road Reconstruction and Paving assessment district boundary includes Harrington Heights Subdivision Block 1 Lots 1 and 9, and Block 2 Lots 1, 8, 9A, 11 - 16, and Block 3 Lots 1A, 3 - 9 and 16, and Block 4 Lots 1 and 9; and Daybreeze Park Block 1, Lots 1, 26, 27, and 29, which are located fronting either West Noview, South Mullikin or South Wright Street; and

WHEREAS, Resolution 05-78 was adopted on July 25, 2005 declaring Council's intention to create the West Noview Avenue (South Mullikin and South Wright Street) Reconstruction and Paving Improvement/Assessment District and to set a public hearing date and objection period; and

WHEREAS, A Public Hearing was held on August 22, 2005; and

WHEREAS, The objection deadline for written protests was October 21, 2005 and 31/2 written objections were received equaling 16.89%.

NOW, THEREFORE, BE IT RESOLVED by the City Council of Homer, Alaska that the formation of the West Noview Road Reconstruction and Paving Assessment District is hereby authorized and that the City Manager is hereby authorized to proceed with the preparation and construction of said project.

Fiscal Note: Property owner assessments $135,491.60. Total estimated project cost is $387,384.00. Assessments are: $30 per front foot for reconstruction and $17 per front foot for paving. This is a Homer Accelerated Roads Program (HARP) Project. The remainder of the project cost will be paid by the HARP.
