A RESOLUTION OF THE HOMER CITY COUNCIL ESTABLISHING THE EXTENSION OF HEATH STEET AS A TOP CITY CIP AND TRANSPORTATION PRIORITY AND DIRECTING THE CITY MANAGER TO DEVELOP A STRATEGY FOR ITS CONSTRUCTION.
WHEREAS, Construction of the Heath Street extension is recommended in the recently adopted Homer Transportation Plan, and
WHEREAS, A proposed new 90 lot residential subdivision located directly behind the Homer High School has demonstrated the importance of constructing this extension and elevated the need to do so quickly, and
WHEREAS, Constructing the Heath Street extension is in the public interest because it will improve traffic circulation, protect the integrity of existing neighborhoods, provide for well planned residential development in the core area of the City, and enhance the overall health, safety, welfare, and quality of life of the community, and
WHEREAS, For a wide variety of reasons, the Heath Street extension is not likely to be constructed in the near future unless it is initiated and supported by the City of Homer.
NOW THEREFORE BE IT RESOLVED, That the Homer City Council finds that extending Heath Street is in the public interest and hereby declares it to be a top CIP and transportation priority, and
BE IT FURTHER RESOLVED, That the Council directs the City Manager to initiate the planning phase of development and to provide the Council with a report and recommended action plan for engineering, design, financing, and construction as soon as possible.
