RESOLUTION 05-119

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA ADDING THE HEATH STREET EXTENSION TO THE STATE AND FEDERAL CAPITAL PROJECT LISTS FOR FISCAL YEAR 2007.

WHEREAS, Construction of the Heath Street extension has been recognized as a top city CIP and transportation priority in resolution 05-118; and

WHEREAS, North of the Pioneer Avenue Heath Street intersection there is no collector street to move increased traffic from development in the expanding central residential core to the business center; and

WHEREAS, In the 2005 Homer Area Transportation Plan the Homer Intersections Study recognized the Heath Street Extension as a critical arm of a proposed Heath Street, Lake Street, and Pioneer Avenue intersection construction project; and

WHEREAS, Last year’s 2005 City CIP list had listed the initial phase of the Heath Street Extension from Pioneer to Fairview as urgent and scheduled for 2007; and

WHEREAS, This year’s 2006 City CIP list classifies the Heath Street Extension for Pioneer to Anderson as urgent and recognizes it as a main north/south collector street in the Central Business District; and

WHEREAS, This project is included in the 2004-2006 STIP Community Transportation Program with a score of 131.8.

NOW, THEREFORE BE IT RESOLVED, That the Homer City Council recognizes the need to list the Heath Street Extension as a transportation priority under roads and directs that it be added to the State Legislative Request Capital Project List and the Federal Legislative Request Capital List for fiscal year 2007.
