RESOLUTION 05-12(A)
A RESOLUTION OF THE HOMER CITY COUNCIL REQUESTING OF THE ALASKA STATE LEGISLATURE TO PROVIDE MAINTENANCE AND REPAIR FUNDS TO LOCAL GOVERNMENT OWNED HARBORS.
WHEREAS, the State of Alaska built and owned many of the harbor facilities in Alaska’s communities; and,
WHEREAS, under State of Alaska ownership, the maintenance and repair of the harbor facilities was minimal; and,
WHEREAS, when transferring ownership of the harbor facilities to the City of Homer, the State of Alaska provided insufficient funds to restore all harbor facilities to “good” condition; and,
WHEREAS, City of Homer has willingly assumed the financial responsibility of their ownership role;
WHEREAS, the City of Homer has found it necessary to dramatically increase the moorage rate charged to the public in order to meet deferred maintenance and replacement costs; and
WHEREAS, City of Homer seeks financial assistance from the Alaska State Legislature to continue to operate and maintain a high quality regional harbor facility;
NOW, THEREFORE BE IT RESOLVED, by the Homer City Council that it requests Alaska State Legislature to provide capital funds for the repair and replacement of a portion of A Float, all of J, R and S Floats, formerly owned and minimally maintained by the State of Alaska, and now in need of replacement; and
BE IT FURTHER RESOLVED, that State Marine Fuel taxes be returned to the Municipalities that own the harbor where the fuel is sold.
PASSED AND APPROVED by a duly constituted quorum of the City Council for the City of Homer on this 24th day of January 2005.
