RESOLUTION O5-120 FAILED
A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA. THAT ANY VOTE
AFFECTING MAYORAL OR CITY COUNCIL COMPENSATION WILL BE DONE BY A
VOTE OF THE PEOPLE DURING A GENERAL ELECTION.
WHEREAS, Section 1.2 of the Alaska Constitution states that "All political power is inherent in the people. All government originates with the people, is founded upon their will only, and is instituted solely for the good of the people as a whole"; and
WHEREAS, Compensation to elected officials is an established practice in Alaskan cities with a
significant yearly budget to manage; and
WHEREAS, The people want to feel that they have a vested interest in their elected
representatives, and compensation for elected officials gives people that sense of vested interest; and
WHEREAS, It can be awkward, and at the very least politically incorrect, for elected City Officials
to vote on their own compensation, and
WHEREAS, Allowing the community to vote on any issues of compensation allows them to
recognize those who give of their time to make Homer a better place to live.
NOW THEREFORE BE IT RESOLVED, That any changes in compensation for elected officials
be done by a vote of the people at the time of a general election.
PASSED AND ADOPTED by the Homer City Council and dated this 14th day of November, 2005. FAILED
