RESOLUTION 05-29





A RESOLUTION OF THE HOMER CITY COUNCIL NAMING THE CITY HALL COUNCIL CHAMBERS AFTER HOMER'S FIRST MAYOR, RALPH GANO COWLES.

WHEREAS, Ralph Gano Cowles moved to Homer in 1955, was an educator, an education administrator and part owner of the C & S Air Service in Homer Alaska; and

WHEREAS, Ralph Gano Cowles was the first Acting Mayor of Homer selected on March 31, 1964, the same day that the Incorporation of the City of Homer was effective, and elected as Mayor of Homer on October 6, 1964; and

WHEREAS, Ralph Gano Cowles performed significant volunteer work for those who were harmed by the March 27, 1964 Earthquake; and

WHEREAS, On September 28, 1966 the City of Homer honored Ralph G. Cowles with Resolution 66-34 recognizing and commending him for his many contributions and untiring, selfless devotion to the establishment of good government and to the development and progress of the City of Homer; and

WHEREAS, After receiving notice on March 1, 2005 of Ralph Gano Cowles passing, Mayor James C. Hornaday called for flags to be at half mast on March 4 - 6, 2005 in Memoriam of Homer's First Mayor Ralph G. Cowles.

NOW, THEREFORE, BE IT RESOLVED, that the Homer City Council hereby names the Council Chambers for Ralph Gano Cowles and the Chambers shall henceforth and forever be called the Cowles Council Chambers; and

BE IT FURTHER RESOLVED, by the Homer City Council that an appropriate sign be created and installed Memorializing Homer's First Mayor.

PASSED AND APPROVED by the Homer City Council this 14th day of March, 2005.
