RESOLUTION 05-36

 

A RESOLUTION OF THE HOMER CITY COUNCIL AUTHORIZING LIFTING OF THE TEMPORARY HIRING FREEZE ON VACANT POSITIONS IMPOSED BY RESOLUTION 04-107 FOR CERTAIN POSITION DUE TO EMERGENCY.

 

WHEREAS, Resolution 04-107 placed a temporary six month freeze on the filling of vacant positions, and

 

WHEREAS, Resolution 04-107 provides that the City Manager shall review and re-evaluate all vacant positions to determine whether the City can reasonably eliminate the position, streamline tasks, reassign responsibilities, or otherwise restructure the workforce in order to enhance efficiency and productivity, and

 

WHEREAS, Resolution 04-107 provides that the filling of vacant positions may take place prior to expiration of the temporary freeze on filling positions if an emergency exists, and

 

WHEREAS, The City Manager has provided the Council with a list of all positions that are vacant or expected to become vacant prior to June 30, 2005, a justification for filling those positions, information regarding restructuring options, and potential cost savings.

 

NOW THEREFORE BE IT RESOLVED, That the City Council finds that an emergency exists and authorizes the City Manager to advertise for and fill the following vacant positions prior to expiration of the temporary hiring freeze on June 30, 2005:

 

·        Harbor Officer I                                         Equipment Operator 1

·        Public Safety Dispatcher                            Parks Laborer / Seasonal

·        Jail Officer                                                  Planning Clerk

·        Assistant Fire Chief

·        Police Officer
