RESOLUTION 05-37
A RESOLUTION OF THE HOMER CITY COUNCIL SUPPORTING THE ALASKA COASTAL
MANAGEMENT PROGRAM AND ENCOURAGING THE STATE TO MAINTAIN LOCAL CONTROL
OVER ITS COASTAL RESOURCES.
WHEREAS, The Alaska Coastal Management Program (ACMP) has played an important role for the past twenty
years in promoting balanced development in the coastal zone; and
WHEREAS, The ACMP provides the State of Alaska a unique opportunity to exert states' rights in federal coastal
permit decisions; and
WHEREAS, The ACMP historically provided a voice for local communities to promote local control over local
coastal resource decisions, thereby avoiding situations such as the coal-bed methane issue; and
WHEREAS, Recent proposed changes to the ACMP have removed local citizens and municipalities from
meaningful roles in coastal management planning and permitting; and
WHEREAS, The ACMP will afford Homer and similar coastal communities a meaningful role in resources
decisions in offshore waters, including decisions involving offshore fish farming and oil and gas exploration and
development; and
NOW THEREFORE, BE IT RESOLVED, that the City Council of Homer does hereby support the extension of
the deadline for ACMP plan revisions currently before the Alaska Legislature, and encourages the State to refine
the current ACMP proposal to better promote local control over coastal decisions in Cook Inlet.
