RESOLUTION 05-38
A RESOLUTION OF THE HOMER CITY COUNCIL REQUESTING THAT THE KENAI PENINSULA BOROUGH CAP INCREASES IN LAND AND EXISTING IMPROVEMENT ASSESSMENTS, IN ANY ONE YEAR, AT 10 PERCENT OF THE PREVIOUS YEARS ASSESSMENT AND MAKING THIS CAP
APPLY TO THE 2005 TAX YEAR.
WHEREAS, Many citizens of the Kenai Peninsula Borough live pay check to pay check and expenses are tightly
budgeted, and
WHEREAS, Some tax payers in Homer have experienced over a 100 percent increase in their assessed value of
their unimproved property in one year; and
WHEREAS, Borough families need time, to adjust to rising costs, to find new sources of revenue and to find ways
to cut expenses, and
WHEREAS, One would expect that the Borough has the capabilities and staff to broadly review assessments on an
annual basis, and
WHEREAS, Consistently updated current assessments using appraisals and computer technology would increase
revenues for the Borough; and
WHEREAS, With regards to property values and taxes imposed the citizens of the Borough expect fair and
consistent treatment.
NOW, THEREFORE, BE IT RESOLVED that the Homer City Council requests that the Kenai Peninsula
Borough Cap increases in land and existing improvement assessments, in any one year, at 10 percent of the
previous year's assessment and making this cap apply to the 2005 tax year.
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF HOMER, ALASKA, this 29th day of March, 2005.
