RESOLUTION 05-51

 

A RESOLUTION OF THE CITY COUNCIL EXTINGUISHING THE TEMPORARY HIRING FREEZE IMPOSED FOR THE FIRST SIX MONTHS OF FISCAL YEAR 2005.

 

WHEREAS, The City Council was faced with a significant budget deficit in FY 2005, and

 

WHEREAS, The Council was able to balance the budget by reducing expenditures, under-funding depreciation, freezing equipment purchases, imposing a temporary hiring freeze, and raising the property tax, and

 

WHEREAS, The temporary hiring freeze for new and vacant positions was established for the period January 1 through June 30, 2005, and

 

WHEREAS, Since the hiring freeze was instituted, the voters approved a proposition which increased the sales tax by 1 percent and reduced the property tax by 1 mil, and

 

WHEREAS, The projected increase in revenues will adequately fund the existing and authorized staffing level, and

 

WHEREAS, Existing positions must be filled in order to maintain the current level of City services and lifting the freeze will make it much easier and efficient for the City to manage its personnel resources, and

 

WHEREAS, The City Manager recommends that the freeze be lifted for existing, authorized, and vacant positions only.

 

NOW THEREFORE BE IT RESOLVED, That the City Council hereby extinguishes the temporary hiring freeze that was instituted for the first six months of Fiscal Year 2005 for existing, authorized, and vacant positions.

 

            PASSED and ADOPTED by the Homer City Council this 25th day of April, 2005.
