A RESOLUTION OF THE HOMER CITY COUNCIL ASSENTING TO ALASKA DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES INSTALLATION OF TRAFFIC SIGNALS AT INTERSECTION OF LAKE STREET AND STERLING HIGHWAY.

WHEREAS, The Alaska Department of Transportation and Public Facilities (ADOT&PF) has recommended to the Homer City Council, based on its traffic analysis, that traffic signals be installed at the intersection of Lake Street and Sterling Highway, which are both state highways; and

WHEREAS, ADOT&PF when it rebuilt this intersection installed conduits and poles with mast arms to facilitate the installation of signals, and installed actuator loops in the pavement last year, meaning that the only work left to do to install signals is to hang the signals, push the wires, and install a controller; and

WHEREAS, Not only do traffic counts at this intersection warrant the installation of signals, but the frustration of drivers leading to excessive risk-taking plus the effect on commerce, including the interruption of school bus schedules, almost demand the installation of signals at this intersection to protect the public health, safety, and welfare; and

WHEREAS, The completion of the installation of traffic signals at Lake Street will enable the City to evaluate the overall effect on traffic flow in that area, and help in future traffic flow design analysis; and

WHEREAS, Notwithstanding the foregoing a roundabout could be constructed at this location after the interim installation of signals; and

WHEREAS, ADOT&PF would pay for both the signal installation, maintenance, and electricity at this location; and

WHEREAS, The above signals can be set to flash yellow and red at low volume; and

WHEREAS, The installation of traffic signals at the Lake Street intersection will allow for the striping of a crosswalk on the Sterling Highway at this intersection to enable pedestrian traffic to safely cross the Sterling Highway at this point.

NOW THEREFORE BE IT RESOLVED by the City Council of Homer, Alaska, that the City of Homer hereby assents to ADOT&PF's installation of traffic signals at the intersection of Lake Street and Sterling Highway with associated crosswalk striping.
