RESOLUTION
05-88(A)
A RESOLUTION OF THE HOMER CITY COUNCIL THAT BLUFF EROSION AND HYDROLOGY BE ADDRESSED IN THE DESIGN OF KACHEMAK DRIVE PHASES I, II, AND III WATER AND SEWER IMPROVEMENT/ASSESSMENT DISTRICT.
WHEREAS, Kachemak Drive Phase I and Phase II Water and Sewer Improvement LIDs have received more than a majority of property owner support through the Application Phase, Petition Phase and the Objection Period and the Kachemak Drive Phase III Water and Sewer Improvement LID has moved through the Petition Phase, and
WHEREAS, Resolution 04-32 Awarding the Contract for Professional Engineering Services for Kachemak Drive Phase I Sewer and 05-80 and 05-81(S) to Proceed with the Preparation and Construction of Kachemak Phase I Water and Kachemak Phase II Water and Sewer have been approved; and
WHEREAS, Several Residents and Property Owners along Kachemak Drive have voiced their concerns regarding the potential impacts on bluff erosion and stability that may be associated with these construction projects; and
WHEREAS, The City of Homer wants to ensure property owners on Kachemak Drive that those concerns are being addressed; and
WHEREAS, The City believes that these projects will likely assist in alleviating some of the erosion problems, since the water from septic systems travels to the bluff thereby eroding the bluff; and
WHEREAS, Phases II and III are the ones residents along Kachemak Drive are primarily concerned about.
NOW THEREFORE BE IT RESOLVED by the City Council of Homer Alaska That Bluff Erosion and Hydrology be Addressed in the Design of Kachemak Drive Phases II and III Water and Sewer Improvement/Assessment Districts, and
BE IT FURTHER RESOLVED, that bluff erosion and hydrology issues shall be addressed in the geo-technical report and that the engineer shall be requested to make recommendations for mitigating any potential adverse impacts, and

[BE IT FURTHER RESOLVED, the Council requests that the City Administration work closely with the ADOT/PF to resolve Right of Way Issues and evaluate strategies to construct a bike trail along Kachemak Drive in conjunction with the water and sewer improvements. ]
