RESOLUTION 06-03(A)

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA ON THE DEVELOPMENT OF ROADS AND LONG TERM TRAFFIC PLAN FOR THE CITY OF HOMER.

WHEREAS, The development of residential neighborhoods in a manner which benefits the living conditions of city residents is a widely accepted municipal goal in modern society; and

WHEREAS, The traffic patterns in residential neighborhoods are a primary determiner of living conditions therein; and

WHEREAS, The desire for minimal traffic speeds through denser residential areas is incompatible with the routing of major arterials through the same area; and

WHEREAS, The disruption of residential neighborhoods by major arterial roads built for the convenience of those living elsewhere should only be considered as a last resort when all other reasonable alternatives have been exhausted and the issue of neighborhood privacy becomes clearly inferior to public need for reasons other than simple convenience; and

WHEREAS, The controversy over traffic patterns in the Quiet Creek subdivision found unanimous concern and passionate agreement amongst all parties that traffic coming off of East Hill Road not be routed in any fashion through or around any of the land suitable for residential development west of East Hill Road as an alternate means of reaching Pioneer avenue or the high school; and

WHEREAS, Maintaining the quiet residential neighborhood atmosphere in the Anderson and Quiet Creek subdivisions is a reasonable goal of city planning.

NOW, THEREFORE, BE IT RESOLVED that by the Homer City Council, that the City of Homer shall not pursue, design, approve, endorse, nor implement plans for construction of any road designed to allow south bound East Hill traffic to reach the downtown area through or around the Anderson and Quiet Creek Subdivisions until such time that [a future major modernization of the East Hill- East End Road intersection proves inadequate for regulating city traffic in that area. ] the existing transportation plan can be re reviewed to assess traffic options for the area.

PASSED and ADOPTED by the Homer City Council this 9th day of January, 2006.
