RESOLUTION 06-07
A RESOLUTION OF THE HOMER CITY COUNCIL APPROVING AND ADOPTING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF HOMER AND THE HOMER FOUNDATION REGARDING FUNDING FOR ARCTIC WINTER GAMES EVENTS IN HOMER.
WHEREAS, The City of Homer is a co-sponsor of the Arctic Winter Games with the Kenai Peninsula Borough and the Arctic Winter Games Host Committee; and
WHEREAS, The Homer City Council wishes to provide financial support for Arctic Winter Games events that are hosted by Homer in order to help insure the success of the Games; and
WHEREAS, The Council wishes to provide financial support to eligible organizations by passing funding through the Homer Foundation for this purpose; and
WHEREAS, The Council appropriated $40,000 for this purpose in the Fiscal Year 2006 Operating Budget which was adopted on December 12, 2005; and
WHEREAS, The Homer Foundation requires that a Memorandum of Understanding be entered into between the Foundation and the granting organization when funding is passed through the Foundation that is earmarked for a specific purpose.
NOW THEREFORE BE IT RESOLVED, That the City Council hereby adopts and approves the Memorandum of Understanding between the City and the Homer Foundation regarding funding for the Arctic Winter Games, a copy of which is attached and incorporated herein, and authorizes the City Manager to execute the necessary documents.

MEMORANDUM OF UNDERSTANDING
City Support for the 2006 Arctic Winter Games
I. Parties: The parties to this agreement are the City of Homer and the Homer Foundation.
II. Purpose: The City of Homer (City), as a cosponsor to the 2006 Arctic Winter Games, has determined there to be a public purpose in providing financial support for those Games events, which take place within the City of Homer. The Homer City Council has budgeted $40,000 for this purpose.
The Homer Foundation has established grant procedures that assure diligence in grant awards, and accountability by the grantees for meeting the conditions of the grant.
The City has passed the budgeted amount to the Homer Foundation to be lawfully granted to those entities that provide organizational and operational venues within the City of Homer.
III. Authority: The Homer Foundation shall have the authority to distribute the grant monies as it determines to best meet the purposes established above.
IV. Agreements: No grants shall be made without a written agreement that specifically describe the duties and obligations of the grantee(s) and also provide benchmarks for success. A detailed budget shall be made as an attachment to each agreement.
V. Reporting: The Homer Foundation will supply the City with a written report describing the grants awarded, together with copies of all agreements made in the establishment and prosecution thereof.
VI. Remainders: While it is the intent of the City to wholly expend the budgeted amount for the purposes herein, the budgeted amount may exceed the lawful grant requests. The remaining amount shall be deposited into the City’s fund at the Homer Foundation.
