RESOLUTION 06-11
A RESOLUTION OF THE HOMER CITY COUNCIL AUTHORIZING THE NAMING OF A
GARDEN AT THE NEW HOMER PUBLIC LIBRARY, MARGRET PATE MEMORIAL GARDEN.
WHEREAS, The Library Advisory Board asked the City Council, via report Memorandum, on
January 9, 2006 to name a garden at the New Library after Margret Pate, to be named the Margret
Pate Memorial Garden; and
WHEREAS, The Pate family has proposed this project and has agreed to fund both the garden's
creation and its annual refurbishment through a fund at the Homer Foundation; and
WHEREAS, Since much of the landscaping of the new building was lost during the last round of
budget cuts, this garden donation will be a welcome addition. The space identified for the garden
by the contractor, the City's project representative, and a representative for the Pate family is a
triangle between the sidewalks and the drainage swale on the western end of the building, adjacent
to the decorative fish wall, approximately 1700 square feet; and
WHEREAS, This plan has been approved by architect Brian Meissner, who called it "a fantastic
idea" and added that it might even qualify for some additional matching money from the EDA,
suggesting that the garden be black-boxed and not added to the existing construction contract; and
WHEREAS, Ben Gibson, architect project representative, negotiated the necessary dirt and rock
work with an appropriate contractor; and
WHEREAS, The design for the garden will be donated by a local artist-gardener and volunteers
will assist with the planting; and
WHEREAS, The garden will include a small memorial plaque recognizing Margret Pate; and
WHEREAS, There will be no costs to the City for the garden's construction, planting, or annual
refurbishment, and no additional maintenance costs to the City beyond the normal grounds keeping
for public buildings.
WHEREAS, Margret Pate was both a strong library supporter and a committed gardener and the
City is grateful to her family for offering this gift to the Library and believes it is a fitting way to
both remember Margret and to enhance the new library in a beautiful and sustainable way.
NOW, THEREFORE, BE IT RESOLVED, that the Homer City Council hereby authorizes the
naming of a Garden at the New Homer Public Library, the Margret Pate Memorial Garden; and
BE IT FURTHER RESOLVED, that this garden be integrated into the planning and construction
process, thus affording the opportunity to pursue matching funds and that the final design be
forwarded to the City Council as an informational report.
