RESOLUTION 06-111
A RESOLUTION OF THE HOMER CITY COUNCIL RELATING TO "VIEW" AS AN EMERGING PRIVATE
PROPERTY RIGHT.
WHEREAS, The residents of this area place a high value on the aesthetic appeal of Kachemak Bay view property; and
WHEREAS, Property with a good view along Kachemak Bay demonstrates its vastly superior value in the local Real
Estate market; and
WHEREAS, The differences in monetary value between view and non-view property is recognized and quantified in both
the borough assessor's office and through real estate appraisal; and
WHEREAS, The disruption of private property view stemming from activities on a neighboring parcel can generate
significant adverse affects on property value; and
WHEREAS, Kachemak Bay View is a primary tool in the promotion of Homer as a place to live.
NOW, THEREFORE, BE IT RESOLVED, by the Homer City Council that the City of Homer will recognize maritime
views and panoramic vistas as a private property right with significant financial value attached to it; and
BE IT FURTHER RESOLVED, That in promotion of development for the purpose of stabilizing the community we must
not adversely impact the view value of properties without very compelling general public interest.
