RESOLUTION 06-112





A RESOLUTION OF THE HOMER CITY COUNCILAUTHORIZING THE APPLICATION FOR AN ALASKA DEPARTMENT OF ENVIRONMENTAL CONSERVATION MUNICIPAL MATCHING GRANT IN THE AMOUNT OF $1,271,523.00, WITH THE REQUIRED LOCAL MATCH OF $1,271,523.00 FOR THE CONSTRUCTION OF THE HOMER WATER TREATMENT PLANT PHASE III.

WHEREAS, The City of Homer is long over due and needs an upgrade to the City's Water Treatment Plant; and

WHEREAS, The Water Treatment Plant Phase III (Project) provides for the construction of a new low pressure membrane treatment system that includes a new treatment building, disinfection equipment, standby power generation, pumping facilities, piping upgrade and sludge handling area as described in the City of Homer Water Treatment Plant Upgrade Design Recommendations Report of June 2006 prepared by HDR Engineering; and

WHEREAS, This Project will protect the public from bacterial contamination associated with high turbidity and hazardous disinfection by-product by reducing the organic material in the treated water; and

WHEREAS, The City is currently forced to utilize filter flow rates that do not mee5t current demand in order to stay in compliance with the IESWTR and State 2 D/ DBP; and

WHEREAS, This Project will impact all users of the City of Homer's water system.

NOW, THEREFORE, BE IT RESOLVED, by the Homer City Council that authorization is hereby granted for the application of an Alaska Department of Environmental Conservation Municipal Matching Grant in the Amount of $1,271,523.00, with the required Local Match of $1,271,523.00 for the Construction of the Homer Water Treatment Plant Phase III.
