RESOLUTION 06-125

A RESOLUTION OF THE CITY COUNCIL RECOGNIZING THE INTRINSIC VALUE OF A VIEW SCAPE ON PRIVATE PROPERTY IN RELATIONSHIP TO THE INSTALLATION OF UTILITIES.

WHEREAS, Citizens of Homer have expressed concerns with the installation of power lines that hinder view and promote steep slope and/or ocean bluff erosion; and

WHEREAS, As good neighbors and in the promotion of healthy communities it is imperative that private property owners show compassion and consider the concerns of the neighbors with regard to development and the installation of utilities; and

WHEREAS, It is the Council's desire that, as much as is feasiblely possible, all due consideration be given to the adjacent property owners' views, slope stability issues and the like; and

WHEREAS, Whenever possible that utilities be installed simultaneously with the construction of the driveway on property being newly developed and that said utilities be placed underground adjacent to the driveway, which has been a routine practice; and

WHEREAS, Utilities are to be installed responsibly and neighborhood compatibly with compassion and respect.

WHEREAS, It is in the best interest of the public and general community health and welfare that due consideration be given for responsible development and utility installation so as not unduly impact view shed.

NOW THEREFORE BE IT RESOLVED that the City Council hereby recognizes the intrinsic value of a view scape on private property in relationship to the installation of utilities; and

BE IT FURTHER RESOLVED that the City Council hereby encourages all neighbors to develop their property in a responsible and compassionate manner.
