RESOLUTION 06-127
A RESOLUTION OF THE CITY COUNCIL FINDING THE NEED TO CREATE THE SOUTH DOUGLAS
PLACE ROAD RECONSTRUCTION AND PAVING IMPROVEMENT DISTRICT/ASSESSMENT DISTRICT
AND SETTING A PUBLIC HEARING FOR MONDAY, OCTOBER 23, 2006.
WHEREAS, Bay Avenue, the north side of Douglas Place, Lake Shore Drive, A and B Streets have been
reconstructed and paved; and
WHEREAS, Douglas Place is a typical gravel roadway with potholes and is dusty during dry months; and
WHEREAS, There are five parcels involved and two parcels have already been assessed in the Bay Avenue District;
and
WHEREAS, The total property value equals $1,044,000.00; and
WHEREAS, This would be a Homer Accelerated Roads Program (HARP) Project so the assessments are $30 per
front foot for road reconstruction and $17 per front foot for paving; and
WHEREAS, Pursuant to Homer City Code 17.04.030(d), The City Council may determine that an improvement is
needed, and initiate by passing a resolution by approval of not fewer than three-fourths vote of the Council so
declaring and shall proceed as provided in Sections 17.04.040 through 17.04.060 of this chapter; and
WHEREAS, There would be a 60 day objection period after the public hearing wherein the property owners vote on
whether or not they want the district.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby determines that an improvement is needed,
and hereby initiates the South Douglas Place Road Reconstruction and Paving Improvement/Assessment District and
sets the date for public hearing as Monday, October 23, 2006 during the Regular City Council meeting that begins at
7:00 p.m. for the purpose of hearing protests against the formation of said improvement district; and
BE IT FURTHER RESOLVED, that the City Council hereby states that the program share shall be deemed as in non
objection to this project.
