RESOLUTION 06-141(A)

 

A RESOLUTION OF THE HOMER CITY COUNCIL ESTABLISHING A GLOBAL WARMING TASK FORCE TO ADVISE THE CITY ON METHODS TO PLAN FOR AND MITIGATE THE IMPACTS OF CLIMATE CHANGE AND REDUCE THE EMISSION OF GREENHOUSE GASES [WITHIN THE CITY]

 

            WHEREAS, Scientists and public policy experts generally agree that climate change will have profound impacts on the economy, infrastructure, finances, and future development of cities within the State of Alaska, and

 

            WHEREAS, Mayors and local governments throughout the state and the nation are studying ways to predict and measure the impacts of climate change, plan for and mitigate those impacts, and reduce emissions of greenhouse gases, and

 

            WHEREAS, The Mayor and the Homer City Council recognize that global warming may present serious challenges for the City in the future and wish to be proactive with respect to climate change in order to mitigate the impacts to Homer’s environment, economy, and quality of life, and

 

            WHEREAS, It is recognized that environmental impacts beyond the City limits will effect Homer’s environment; and

 

            WHEREAS, The Mayor and the Council have determined that the first step in the process is to establish a special task force which contains broad expertise and representation from the community to study this issue and provide recommendations to the city council and city administration on mitigation measures and the reduction of greenhouse emissions.

 

NOW THEREFORE BE IT RESOLVED, That the Homer City Council hereby establishes the City of Homer Global Warming Task Force, and

 

BE IT FURTHER RESOLVED, The Task Force shall consist of up to twelve members and shall include at a minimum, representatives from the youth, science, business, construction, utilities/energy, environmental, fishing, tourism, land use/management, and economic development sectors of the community; and 

 

BE IT FURTHER RESOLVED, The Task Force shall be responsible for studying and making recommendations to the City on ways to plan for and mitigate the impacts of climate change on the City’s economy, infrastructure, and future development, and methods the City can employ to reduce the emission of greenhouse gases, [and provide a final report with such recommendations to the City Council no later than December 30, 2007]; and

BE IT FURTHER RESOLVED, The Task Force shall consider large scale regional impacts to green house gases within the Borough and shall provide a final report with recommendations to the City Council no later than December 30, 2007; and

 

BE IT FURTHER RESOLVED, The Task Force shall work closely with and provide periodic updates and draft work products to the Homer Advisory Planning Commission, the Comprehensive Plan Committee, and other City boards and commissions as appropriate; and

 

BE IT FURTHER RESOLVED, That the Task Force shall operate within the framework of the Homer City Code and the City Council Operating Manual and its members shall be seated through the established application and appointment process.
