RESOLUTION 06-142

 

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA SUPPORTING AN APPLICATION TO THE ALASKA RECREATIONAL TRAIL GRANT PROGRAM TO CONSTRUCT THE W.R. BELL TRAIL, AND ACKNOWLEDGING THAT A REQUIRED LOCAL MATCH OF UP TO $12,500 (CASH AND/OR IN-KIND) IS PROPOSED.

 

           WHEREAS, Construction of the W.R. Bell Trail, connecting Fairview Avenue to Reber Road/West Hill, has been identified as a community priority in the City’s Capital Improvement Plan since 1998; and

           WHEREAS, The trail will provide access through an area already heavily used by the public for recreation and travel between downtown and West Hill, Diamond Ridge, and Skyline Drive areas; and

         WHEREAS, The trail is identified as an important part of an integrated trail system in the Homer Non-Motorized Transportation and Trail Plan; and

         WHEREAS, The Recreational Trail Grant program, administered by the Alaska Department of Natural Resources, provides funds to develop and maintain recreational trails through a competitive application process; and

         WHEREAS, The Recreational Trail Grant program allows for a federal grant share of 80%, with the applicant being responsible for the remaining 20% of total project cost that may include volunteer labor, in-kind services, cash, and the donation of private funds, materials, and services at fair market value.

         NOW THEREFORE BE IT RESOLVED that the Homer City Council hereby supports application for a Recreational Trail Grant to construct the proposed W.R. Bell Trail and pledges commitment to grant management if grant funds are awarded.
