A RESOLUTION OF THE HOMER CITY
COUNCIL AUTHORIZING THE CITY OF HOMER PARTICIPATION IN HOUSE BILL 161, A BILL
ENACTED TO ALLOW REEMPLOYMENT OF INDIVIDUALS WHO ARE CURRENTLY RECEIVING A
RETIREMENT BENEFIT FROM THE PUBLIC EMPLOYEES’ RETIREMENT SYSTEM (PERS) AND
ADOPTING THE CITY OF HOMER RETIREE REHIRE POLICY.
WHEREAS, The Alaska State
Twenty-Fourth Legislature approved House Bill (HB) 161, an act allowing for the
reemployment of individuals who are currently retired from the PERS/TRS
systems; and
WHEREAS,
The act requires approval from the governing body prior to allowing
participation in this program that begins on January 1, 2007, and will sunset
on July 1, 2009, unless extended by law; and
WHEREAS, The City of Homer has
experienced difficulties in recruiting qualified applicant pools for some of
its more technical and professional positions; and
WHEREAS, The City of Homer would
benefit from participation in HB161, if other qualified applicants cannot be
recruited to fill vacancies; and
WHEREAS, The City of Homer has
adopted a policy regarding the rehire provisions and requirements as specified
in the legislation.
NOW THEREFORE BE IT RESOLVED that
the Homer City Council hereby authorizes and approves participation in HB161 as
defined in the legislation and adopts the City of Homer Retiree Rehire Policy;
and
BE IT FURTHER RESOLVED that the City
Council hereby authorizes the City to provide health care benefits to
individuals hired into full-time positions under this program and to pay the
established contribution rate as determined by the Division of Retirement and
Benefits.
