RESOLUTION 06-154
A RESOLUTION OF THE HOMER CITY COUNCIL CONDEMNING
COUNCILMEMBER DOUG STARK FOR UNETHICAL BEHAVIOR
WHEREAS, The Homer City Council passed Resolution 06-51 in April, 2006, revising the City
Council's Operating Manual to provide for a new Section 9, entitled Code of Ethics; and
WHEREAS, On September 26, 2006, Councilmember Doug Stark sent a letter to approximately 600
people regarding the upcoming municipal election; and
WHEREAS, Approximately twenty five individuals filed written complaints against Mr. Stark alleging
that Mr. Stark violated the Code of Ethics by writing the September 26, 2006 letter; and
WHEREAS, On November 15, 2006 the City Council issued a decision in which it concluded that Mr.
Stark had violated the Inappropriate Use of Office Title/Position provision in the Code of Ethics; and
WHEREAS, A copy of the City Council's decision is attached to this Resolution as Exhibit A.
NOW THEREFORE BE IF RESOLVED, that the Homer City Council condemns the actions of Mr.
Stark in violating the Code of Ethics. The Council finds that Mr. Stark has unacceptably engaged in
activities to influence public opinion in a manner that did not provide the required separation of his
personal views from his capacity as an elected official. The Council further finds that Mr. Stark has acted
with unacceptable disregard of specific provisions within the Code of Ethics and failed to comply with its
spirit and intent. The City Council encourages Mr. Stark to familiarize himself with the Code of Ethics
as well as any successor provisions that may be added to the Code of Ethics and to strictly adhere to the
Code of Ethics in the future.
