RESOLUTION 06-161(A)

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA AUTHORIZING PARTICIPATION IN A HARBOR EXPANSION FEASIBILITY STUDY WITH THE US ARMY CORPS OF ENGINEERS (COE) AND THE ALASKA DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITES (DOT) AND AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL APPROPRIATE DOCUMENTS.

 

            WHEREAS, The Homer City Council first recognized the need to study harbor expansion via Resolution 01-19 passed and adopted on March 27, 2001; and

 

            WHEREAS, The reconnaissance study authorized by Resolution 01-19 determined that there is a federal interest in further study; and

 

            WHEREAS, Subsequent Homer City Council action named harbor expansion as a priority capital improvement project; and

 

            WHEREAS, United States Congress has appropriated approximately $500,000 for the federal portion of the study cost; and

 

            WHEREAS, DOT has appropriated approximately $200,000 as part of the non-federal cost; and

 

            WHEREAS, The cost to City of Homer in 2007 is estimated to be $88,000.

 

            NOW, THEREFORE, BE IT RESOLVED That the City Council of Homer, Alaska hereby authorizes participation in the Harbor Expansion Feasibility Study with the COE and DOT and that the City Manager is hereby authorized to execute the appropriate documents, including agreements with the COE and DOT to further study the feasibility of navigation improvements at the Homer Boat Harbor.

           

            PASSED AND ADOPTED by the Homer City Council this 11th day of December,2006.

Fiscal Note: Estimated $88,000.  Special Projects Fund 158-375 Fiscal Note to properly reflect the decision of the budget, that 75% of the funds come from the Port and Harbor Reserve Fund and 25% comes from the General Fund Special Projects Fund. $22,000.00 from Special Projects Fund and $66,000.00 from the Port and Harbor Reserves. Total of $88.,000.
