RESOLUTION 06-25
A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA AWARDING THE BID FOR THE PUBLIC ADDRESS SYSTEM IN THE CITY HALL COWLES COUNCIL CHAMBERS TO AUDIO SOLUTIONS OF PAYETTE, IDAHO IN AN AMOUNT NOT TO EXCEED $15,000.00 AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS.
WHEREAS, The Bids were solicited beginning January 30, 2006 and there was little interest; and
WHEREAS, Further solicitation continued with notices sent to twelve potential bidders; and
WHEREAS, Sealed bids were due by Friday, February 10, 2006 at 3 p.m. and two bidders submitted
bids to the City Clerk's Office; and
WHEREAS, The lowest responsible and responsive Bidder was received from Audio Solutions of
Payette, Idaho, who submitted two bids and the bid review committee recommends approving the bid
amount of $11,203.05 plus travel expenses; and
WHEREAS, The City reserves the right to change to the first bid from Audio Solutions prior to
installation which is a bid amount of $10,574.08; and
WHEREAS, This award is not final until notice is received by Audio Solutions of Payette, Idaho
from the City of Homer.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska hereby awards
the bid for the Public Address System in the City Hall Cowles Council Chambers to Audio Solutions
of Payette, Idaho in an Amount not to Exceed $15,000.00 and that the City Manager is hereby
authorized to execute the appropriate documents.
PASSED AND ADOPTED by the Homer City Council this 27h day of February, 2006

Bids Solicited for PA upgrade beginning January 30, 2006, appeared only one entity interested.
Audio Solutions of Payette, Idaho submitted two bids $10,574.08 ad $11,203.05
After consultation with the City Manager further solicitation was instituted.
Bids Solicited from twelve other possible bidders with a due date of February 10, 2006 at 3 p.m. City
Clerk's Office.
There were several phone conversations with potential bidders.
An additional bid was received from Puffin Electric in the amount of $32,009.00.

Results:
Puffin Electric submitted a bid that included equipment that is essentially what is currently in the Cowles Council Chambers although new, of a better quality and more expensive. Which pretty much, in the opinion of the Committee, is not much of an improvement or upgrade.
Audio Solutions submitted a total upgrade to a better and sophisticated system that provides for better audio reception, better news media coverage, better audience audio and provides for an easier future upgrade, if and when needed.
This system has replaced many systems through out the North West and has been reportedly
installed in Juneau for state legislature meetings. Great reviews. Great reports.
Although not a City cost impact, if KBBI decides to do so, they would have the capability of eliminating the need for two employees working Council meetings - Monitoring the Station as well as someone at the controls in the Cowles Council Chambers. Thus a cost savings.
