RESOLUTION 06-31





A RESOLUTION OF THE CITY COUNCIL APPROVING THE CITY OF HOMER 2006 LAND ALLOCATION PLAN.

WHEREAS, The Property Management Policy and Procedures Manual sets policy for municipal land management; and

WHEREAS, Chapter 3 of the Property Management Policy and Procedures Manual establishes that a Land Allocation Plan will be developed annually; and

WHEREAS, The City Council, the Homer Advisory Commissions, with members of the Lease Committee present, discussed the Land Allocation Plan during Council's Committee of the Whole on February 27, 2006; and

WHEREAS, The Port and Harbor Advisory Commission made recommendations via Memorandum 06-26 and 06-27.

NOW, THEREFORE, BE IT RESOLVED by the City Council that the City of Homer 2006 Land Allocation Plan is hereby approved with the following notations:

At the Port and Harbor area:

1. Lot 49 to continue to be utilized for dredge material dewatering.

2. Lots 14 through 35 - RFP process should be delayed until the master parking plan and overslope development standards and issues are dealt with.

3. Lot 8D1 should be reserved for a marine fuel related business which would include a petroleum products tank farm and a pipeline out to the (expanded) Deep Water Dock. This lot to be RFP'd at the appropriate time for this type of marine support activity.

4. Lots 4 through 10 - RFP process should be delayed until the master parking plan is developed. The East Harbor expansion should be considered.

5. Lots 11 and 12 should be held in reserve to attract a container ship/barge operation and/or a Northern Dynasty type industrial support base operation to the Port of Homer. This should be a long term lease.

6. Lot 13 - continue its current use as gear storage and cargo staging for DWD cargo.

7. Barge Beaching Area - the Commission recommends against filling in the area with dredged materials. This idea may be revisited at a later date.

8. It remains important to allow for commercial fishing gear storage in an accessible area.

9. Regarding Lots 9A, 10A and 12C Re-advertise for lease as soon as available.

10. Two locations were selected as suitable for future overslope development: NW Corner of harbor, portion of Lot 12A, adjacent to Ramp 5 and NE Corner of harbor, adjacent to Ramp 6. That any lease proposals received for development of either parcel be evaluated based on at least the following criteria: a) Uniform Building Codes, b) preservation and consideration of site lines, c) parking requirements, d) Fire Marshall review, e) access for delivery, f) other zoning requirements, and g) highlight the value of the northwest corner by maximizing use of available land.

Additional considerations for Land Allocation Plan.

11. Parks and Recreation was advised that they do need to look at overslope development with regard to the pedestrian pathway.

12. Overslope development could bring in revenue for paved parking, have strict regulations for the parking, allocate parking in front of businesses, delineate the parking clearly, delineate the parking spaces. To be covered in the Master Parking Plan

13. Recommend purchase of more Bridge Creek Watershed District land

14. Parks and Recreation Commission continues work with the Emerald Highland Estates Park area property owners to resolve the park development and use issue.

15. Work continues with regard to the Lillian Walli Estates Subdivision agreement and improvement issue. Support for the City to work out legal issues and investigate initiating a water and sewer LID. Redesignate for sale the most sellable parcels and consider retaining for Park use those parcels Parks and Recreation Commission recommends for that designation.

16. Consider redesignating parcel 175-200-0900 for sale.

17. Parks and Recreation Commission to be involved with the policy of the use of WKFL Park, including Christmas Lighting and to develop a Master Plan for the park.

18. Parks and Recreation Commission review the usage and policy of usage for all City parks.

19. Replat of parcels 177-140-1400 and 177-140-1500, vacating the lot line. Appropriate budget for this project.

20. 179-061-0100 is designated for resale consider selling.

21. Parking expansion for the Spit Pedestrian and Bike pathway and for spit and beach access. Split parcel 181-010-3000 for parking. Across the street is a narrow strip of DOT land - investigate leasing from state. Staff to investigate what it would involve to expand and use the full area of the town side of parcel 181-010-3000 this parcel, including a survey, develop a project and inform Council of the options.

22. Crosswalk considerations for the Spit, may include STIP list for overpass or underpass.

23. STIP list project - Pedestrian Pathway improvements to one side of the roadway beginning at the Lake Street Sterling Highway Intersection and proceeding to the end of the Spit.

24. Consideration status of parcel 181-034-0800.
