RESOLUTION 06-35(A)

 

A RESOLUTION OF THE HOMER CITY COUNCIL EXPRESSING ITS INTENT TO ASSUME RESPONSIBILITY FOR ADMINISTRATION OF THE HOMER COMMUNITY SCHOOLS PROGRAM FOR ONE YEAR WITH THE INTENT TO DRAFT AN ORDINANCE THAT CREATES A DIVISION FOR COMMUNITY SCHOOLS AND A BUDGET IN THE DEPARTMENT OF ADMINISTRATION AND WITH A VOTE FOR THE APPROVAL OF THIS ORDINANCE AS A VOTE OF SUPPORT BY THE COMMUNITY ON THE NEXT ELECTION IN OCTOBER.ON A TRIAL BASIS BEGINNING ON JULY 1, 2006.

 

WHEREAS, The Homer Community Schools Program has historically been administered by the Kenai Peninsula Borough School District (KPBSD) and almost all of the program activities take place within or on District owned facilities, and

 

WHEREAS, The City of Homer has provided financial support for the program by partially funding the Coordinator’s salary and providing money for summer programs, and

 

WHEREAS, The KPBSD has recently determined that administering the Community Schools Program is not part of its mission and that it can no longer afford to provide administrative support, and

           

WHEREAS, The KPBSD will administer the program until June 30, 2006 and after that, the program will cease to exist unless another entity assumes responsibility for it, and

 

WHEREAS, The KPBSD intends to continue to provide support for the Community Schools Program by making its facilities and other current services available and wishes to partner with the City to insure continued success for the program, and

 

WHEREAS, The City and the KPBSD will formalize this contribution and level of support through an Agreement for Joint Use of Facilities and Equipment, and

 

WHEREAS, The KPBSD and the newly formed Community Schools Advisory Committee strongly recommend against creating a nonprofit to administer and operate the program for a wide variety of reasons, and

 

WHEREAS, The City Administration has provided the Council with a tentative budget, job description, and analysis of how the City might assume responsibility for the program, and

WHEREAS, Although the Administration has expressed concerns about increased work loads, adding new services, escalating costs, and potential impacts on other City departments and priorities, it has concluded that the most practical and effective method to insure the continued operation of the Community Schools Program is for the City to assume responsibility for it and recommends that the Council do so on a one year trial basis.

 

 

NOW THEREFORE BE IT RESOLVED, That the Homer City Council hereby accepts and assumes responsibility for administration of the Homer Community Schools Program in partnership with the KPBSD for one year with the intent to draft an Ordinance that creates a division for Community Schools and a budget in the Department of Administration and with a vote for the approval of this Ordinance as a vote of support by the community on the next election in October. on a TWO YEAR TRIAL basis beginning on July 1, 2006 and authorizes the City Manager to execute the appropriate documents; and

 

1. Include a fiscal note and a funding source on the ballot; and

 

PASSED AND APPROVED by the Homer City Council this 10th day of  April, 2006.
