RESOLUTION 06-47(A)

A RESOLUTION OF THE CITY COUNCIL ESTABLISHING AN OVERSLOPE DEVELOPMENT TASK FORCE TO SUNSET IN NINE MONTHS.

WHEREAS, The Homer Port and Harbor Advisory Commission has expressed concerns and recommendations regarding the Overslope Development at the Small Boat Harbor; and

WHEREAS, Members of the Planning Commission and Planning and Zoning Staff have also expressed concerns; and

WHEREAS, The Planning and Zoning Staff have advised that they and the Commission are too busy at this time to deal with any Overslope Development matters; and

WHEREAS, To facilitate getting the ball rolling on the issue of Overslope Development it would be in the best interest of the Port and Harbor for the Council to initiate a Task Force to delineate the issues about Overslope Development and to recommend solutions, etcetera

NOW, THEREFORE, BE IT RESOLVED that the City Council hereby establishes an Overslope Development Task Force to sunset 9 months from May 1, 2006 or February 1, 2007 with the following direction Contingent upon Port and Harbor Commission approval.:

1. The Task Force shall submit a written report to the City Council no later than February 1, 2007 and that the report shall include potential economic/revenue generators.

2. The Task Force members shall be the Port and Harbor Advisory Commissioners, up to Two members of the Planning Commission and, possibly, a general member of the public, [and that Otto Kilcher shall be the Chair of this Task Force]. The appointment of a general member of the public is conditional upon the Port and Harbor Advisory Commission's concurrence.

3. The City Council recommends that the Task Force strongly consider conducting these meetings at 5 p.m. on their regular meeting day.

4. The City Council's intention, at this time, is that all revenues generated by Overslope Development will be allocated to the Port and Harbor Enterprise Fund.
