RESOLUTION 06-56

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA AMENDING THE AGREEMENT WITH COASTAL ANIMAL CARE FOR THE OPERATION AND MANAGEMENT OF THE HOMER ANIMAL SHELTER, REGARDING EUTHANASIA, AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS.

WHEREAS, The City Council awarded the contract for the operation and management of the Homer Animal Shelter to Coastal Animal Care via Resolution 06-29 on March 28, 2006; and

WHEREAS, The Sheri Bess, dba, Coastal Animal Care (Contractor) has requested permission to perform euthanasia on animals at the shelter; and

WHEREAS, The Contractor is a certified Animal Euthanasia Technician and is in the application process with the Drug Enforcement Administration (DEA); and

WHEREAS, The Chief of Police will develop protocols for the security of any drugs used for the purpose of euthanasia.

NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska hereby amends the Coastal Animal Care Agreement for the Operation and Management of the Homer Animal Shelter Appendix A, Scope of Work, Section III, Animal Care and Feeding Routine, Item

C, Veterinarian Care and Euthanasia to by adding Item 2. to read:

C. Veterinarian Care and Euthanasia

1. At Contractors discretion and cost emergency care for animals will be provided by a licensed veterinarian.

2. At Contractor's discretion and cost, euthanasia will be conducted by lethal injection by a licensed veterinarian [by means of lethal injection] or Contractor if Contractor has received certification as an Animal Euthanasia Technician from the National Animal Control Association.
